Where are the DAs , DBAs and Support to Development?

To have the IT infrastructure area managed and operated by a specialized company (outsourcing) has been a trend in the market. Even when a company decides to manage its own infrastructure, this area appears as a separate structure, which supports and operates the IT systems. This trend seems to have ignored that there are activities shared between the infrastructure and application development areas. Skills like Support to Development, Database Administration and Data Administration are frequently forgotten in the outsourcing or reengineering processes of the IT areas. This reduced offering of services, in general, brings immediate cost reduction, since certain activities are not more executed, but it produces a significant loss of quality and system availability, which by its turn, implies in cost increase in the medium term, and a chaotic IT state in the long term.
To redeem the value of the support areas to the company, by recognizing their roles and responsibilities, is crucial to evaluate the actual cost of system development, maintenance and operation, and when applicable, of the outsourcing process. Without applying these disciplines, we think that cost reductions have occurred, but actually it is exactly the opposite...
